Brendan Finn, Della Mosier, and Lucinda Broussard were announced by the Oregon Department
of Transportation as the new office’s director, deputy director and tolling program manager,
respectively, for the newly formed Office of Urban Mobility and Mega Project Delivery. ODOT
Director Kris Strickler hailed Finn for being the right person to work on the easing of congestion
and working on economic growth since they had encountered previously while handling other
key issues. Finn was previously Gov. Kate Brown’s policy advisor and had also worked as an
official for the city of Portland for almost two decades.

Mosier, unlike Finn, is to take over her role as deputy immediately. Mosier has in the past
worked with ODOT. Broussard has vast prowess and experience and since tolling and congestion
pricing is something new for ODOT, Broussard will be of great value going forward. Interstate 5
Rose Quarter Improvement project and the I-205/Abernethy Bridge project are other projects that
the office will be keen to work on as far as infrastructure is concerned.

The I-5 Rose Quarter project will call for additional lanes with the effort meant to reduce
congestion and improve on road safety, saving time for drivers using the roads. The stretch of I-
205 also needs widening and upgrading of the Abernethy Bridge. The aim of the projects to be
undertaken by the office, majorly aim at relieving traffic congestion, while improving the quality
of life of residents. The main sources of funds, according to the Keep Oregon Moving Act of
2017, are taxes and fees.

The three leaders are expected to add supporting staff and ensure they maintain a good working
rapport with the regional offices. According to Strickler, the formation of the office does not
only show how ODOT is committed, but it is also a symbol of a new way of doing business. The office aims at ensuring there are transportation options for all constituents and equitable access to the same.
